Petitions Filed Requesting the Imposition of Antidumping and Countervailing Duties on Imports of Citric Acid and Certain Citrate Salts from Canada and India

Case Summary

On January 21, 2026, Archer-Daniels-Midland Company; Cargill, Incorporated; and Primary Products Ingredients Americas LLC filed a petition for the imposition of antidumping and countervailing duties on the imports of Citric Acid and Certain Citrate Salts from Canada and India. The petition alleges dumping margins of 62.75% – 97.39% (Canada) and 58.99% – 252.37% (India). The petition identifies certain foreign producers/exporters of the investigated product.

The merchandise subject to these investigations is all grades and granulation sizes of citric acid, sodium citrate, and potassium citrate in their unblended forms, whether dry or in solution, and regardless of packaging type. The scope also includes blends of citric acid, sodium citrate, and potassium citrate, as well as blends with other ingredients, such as sugar, where the unblended form(s) of citric acid, sodium citrate, and potassium citrate constitute 40 percent or more, by weight, of the blend. The projected date of the International Trade Commission’s Preliminary Conference is February 11, 2026. The earliest theoretical date for retroactive suspension of liquidation for AD is April 1, 2026. CVD is February 10, 2026.
