GDLSK partner David Murphy was recently quoted in The Washington Post in an article examining the potential consequences of new U.S. trade measures targeting tariff evasion through transshipment.
The article highlights recent efforts by the administration to prevent Chinese goods from circumventing tariffs by routing through countries like Vietnam and Indonesia. These new trade agreements introduce a two-tier tariff system — imposing higher rates on “transshipped” goods — with rules of origin requirements that remain under negotiation.
Mr. Murphy provided insight into the implementation challenges of the proposed enforcement approach, noting concerns over regulatory complexity and whether additional measures are necessary given the enforcement tools already available to U.S. Customs.
