Petitions Filed Requesting the Imposition of Antidumping and Countervailing Duties on Imports of Certain Oil Country Tubular Goods From Austria, Taiwan, and the United Arab Emirates

Case Summary

On April 2, 2026, U.S. OCTG Manufacturers Association (members of USOMA joining this petition are Axis Pipe and Tube LLC, Borusan Pipe U.S., Inc., PTC Liberty Tubulars LLC, Tenaris USA, Vallourec STAR L.P., and Welded Tube USA, Inc.), and United States Steel Corporation and the United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers International Union, AFL-CIO, CLC filed a petition for the imposition of antidumping and countervailing duties on the imports of Certain Oil Country Tubular Goods From Austria, Taiwan, and the United Arab Emirates. The petition alleges dumping margins of 46.36 – 55.10% (Austria), 42.92 – 44.16% (Taiwan), 91.42 – 93.59% (United Arab Emirates). The petition identifies certain foreign producers/exporters and U.S. importers of the investigated product.

The merchandise covered by the investigations is certain oil country tubular goods (OCTG), which are hollow steel products of circular cross-section, including oil well casing and tubing, of iron (other than cast iron) or steel (both carbon and alloy), whether seamless or welded, regardless of end finish (e.g., whether or not plain end, threaded, or threaded and coupled) whether or not conforming to American Petroleum Institute (API) or non-API specifications, whether finished (including limited service OCTG products) or unfinished (including green tubes and limited service OCTG products), whether or not thread protectors are attached.  Please see the petition for a more detailed description of the covered merchandise and exclusions.

The projected date of International Trade Commission’s Preliminary Conference is April 23, 2026. The earliest theoretical date for retroactive suspension of liquidation for AD is June 11, 2026. CVD is April 22, 2026.
