The U.S. Department of Commerce (DOC) on April 23, 2025, published its final determinations in the antidumping duty (ADD) and countervailing duty (CVD) investigations of Ceramic Tile from India. GDLSK represented the two largest exporters examined by DOC, Antiqa Minerals and Win-Tel Ceramic Pvt. Ltd. DOC found that neither Antiqa nor Win-Tel were dumping and assigned very low CVD rates between 3 and 3.5 percent. As a result, DOC will not issue an ADD Order against India and only low CVD rates will apply to the Indian industry if a CVD Order is issued.
GDLSK achieved these remarkable ADD/CVD results through the submission of questionnaire responses and extensive briefing, working with its clients and accountants in India. These DOC findings of no dumping and very low subsidization were especially well-earned, with the Petitioner throughout the investigations claiming that Antiqa and Win-Tel misreported data to DOC, benefitted from newly alleged subsidies, and surged their exports so as to create critical circumstances. GDLSK successfully refuted these baseless allegations.
