Petitions Filed Requesting the Imposition of Antidumping and Countervailing Duties on Imports of Unwrought Palladium from the Russian Federation

Case Summary

On July 30, 2025, Sibanye-Stillwater and United Steelworkers filed a petition for the imposition of antidumping and countervailing duties on the imports of Unwrought Palladium from Russia. The petition alleges dumping margins of 744.79% (Russia). The petition identifies certain foreign producers/exporters and U.S. importers of the investigated product.

The scope of these investigations is unwrought palladium from Russia. Unwrought palladium includes palladium, whether or not refined, in the form of ingots, blocks, lumps, billets, cakes, slabs, pigs, cathodes, anodes, briquettes, cubes, sticks, grains, sponge, pellets, shot, powder, and similar forms. The projected date of the International Trade Commission’s Preliminary Conference is August 20, 2025. The earliest theoretical date for retroactive suspension of liquidation for AD is October 8, 2025. CVD is August 19, 2025.
