On July 17, 2025, The Alliance for American Solar Manufacturing and Trade filed a petition for the imposition of antidumping and countervailing duties on the imports of Crystalline Silicon Photovoltaic Cells, Whether or Not Assembled into Modules, from India, Indonesia, and Laos. The petition alleges dumping margins of 213.96% (India), 89.65% (Indonesia), and 245.79%-249.09% (Laos). The petition identifies certain foreign producers/exporters and U.S. importers of the investigated product.
The scope of the investigation covers crystalline silicon photovoltaic cells, and modules, laminates, and panels, consisting of crystalline silicon photovoltaic cells, whether or not partially or fully assembled into other products, including, but not limited to, modules, laminates, panels and building integrated materials. The projected date of the International Trade Commission’s Preliminary Conference is August 7, 2025. The earliest theoretical date for retroactive suspension of liquidation for AD is September 25, 2025. CVD is August 6, 2025.
