Petitions Filed Requesting the Imposition of Antidumping and Countervailing Duties on Imports of Aluminum Lithographic Printing Plates from China and Japan

Case Summary

On September 28, 2023, Eastman Kodak Company filed a petition for the imposition of antidumping and countervailing duties on imports of aluminum lithographic printing plates from China and Japan. The petition alleges dumping margins of 23.52% (Japan) and 107.64% (China). The petition identifies certain foreign producers/exporters and U.S. importers of the investigated product.

The merchandise covered by these investigations is aluminum lithographic printing plates. Aluminum lithographic printing plates consist of a flat substrate containing at least 90 percent aluminum. The petition contains a more detailed description of the product covered by the scope of the investigation and products excluded.

The projected date of International Trade Commission’s Preliminary Conference is October 19, 2023.  The earliest theoretical date for retroactive suspension of liquidation for AD is December 7, 2023; and for CVD is October 18, 2023.
