Joseph Spraragen Quoted in Reuters on Supreme Court Tariff Refund Dispute

GDLSK partner Joseph Spraragen was quoted in a Reuters article examining the potential fallout if the U.S. Supreme Court strikes down tariffs imposed by President Donald Trump under the International Emergency Economic Powers Act (IEEPA). The article addresses the prospect of up to $150 billion in tariff refunds and the significant legal and procedural challenges importers may face in recovering duties already paid.

Spraragen explained that the availability of refunds will depend heavily on how the Supreme Court rules and whether it provides specific guidance on refunds or leaves those questions to lower courts, such as the Court of International Trade.
