    "On December 19,2011, the U.S. Court of Appeals for the Federal Circuit ruled that the Department of Commerce lacks the legal authority to impose countervailing duties (CVDs) on subsidized imports from countries with non-market economies, such as China and Vietnam.  Absent legislative or judicial action, the court's ruling will take effect shortly after February 2, 2012.
