Petition Filed Requesting the Imposition of Antidumping Duties on Imports of Methylene Diphenyl Diisocyanate from the People’s Republic of China

Case Summary

On February 12, 2025, The Ad Hoc MDI Fair Trade Coalition filed a petition for the imposition of antidumping duties on imports of Methylene Diphenyl Diisocyanate from the People’s Republic of China. The two members of the Coalition are BASF Corporation and The Dow Chemical Company, two U.S. producers of MDI. The petition alleges dumping margins of 305.81% to 507.13%.  The petition identifies certain foreign producers/exporters and U.S. importers of the investigated product.

The merchandise subject to this petition is aromatic polyisocyanate material whose composition includes two or more isocyanate groups (i.e., functional group containing a nitrogen atom, a carbon atom, and an oxygen atom bonded together (-NCO)) attached to one or more benzene rings (i.e., flat, symmetrical molecule made up of six carbon atoms arranged in a hexagonal ring and has the chemical formula C6H6) that are joined by methylene bridges (i.e., a carbon atom bound to two hydrogen atoms (−CH2−) and connected by single bonds to two other distinct atoms in the rest of the molecule). These products are commonly called Polymeric, Monomeric, or Modified Methylene Diphenyl Diisocyanate (“MDI”). The projected date of the International Trade Commission’s Preliminary Conference is March 5, 2025. The earliest theoretical date for retroactive suspension of liquidation for AD is April 23, 2025.
