Andrew T. Schutz


Andrew T. Schutz is an Associate in the Firm’s Washington, DC office. He focuses on representing foreign companies, foreign governments and US importers in antidumping duty and countervailing duty proceedings before the US Department of Commerce and the US International Trade Commission. He also represents clients in litigation before the US Court of International Trade and the US Court of Appeals for Federal Circuit. His practice is particularly focused on the defense of non-market economy companies in antidumping and countervailing duty cases, and he has represented the government of China in numerous countervailing duty proceedings before the agencies and the courts. He is also a licensed customs broker. Mr. Schutz has lectured frequently to visiting foreign lawyers on the US countervailing duty law as part of the International Law Institute’s education outreach program and has co-authored several papers addressing the US countervailing duty laws as well as a chapter in Doing Business in China (3rd Ed.) concerning the US application of the AD/CVD laws to non-market economy countries. Mr. Schutz was selected as a 2014 & 2015 International Law “Rising Star” by Super Lawyers.
